The zero draft of the outcome document for the UN Summit in September 2015, which will adopt the Post-2015 Development Agenda, has been published.

Entitled ‘Transforming our World by 2030 – a New Agenda for Global Action‘, the zero draft covers the four components of the Agenda: an opening Declaration; the Sustainable Development Goals and targets; Means of Implementation and the Global Partnership; and Follow-up and Review.

It also includes three annexes. The first of these proposes revisions to 21 of the 169 targets, which we strongly recommend for member states. The second is the ‘food for thought paper’ on a possible Technology Facilitation Mechanism, previously circulated on 18 May, which is annexed as a basis for continued discussion on this topic. The third, for reference, is the ‘Introduction of the Open Working Group Proposal for Sustainable development goals and targets’.
