On October 23, 2017, at the 32nd General Assembly of the International Council for Science (ICSU), ICSU President announced that the International Society for Digital Earth (ISDE) has become a member of ICSU since 2016.

The 32nd ICSU General Assembly including the joint meeting with the International Social Science Council (ISSC) was held in Taipei from October 23rd to 26th, 2017. The ISDE President Huadong Guo, the Executive Director Changlin Wang, and Zhen Liu from the ISDE Secretariat attended the meeting. On the 23rd October, ICSU President Gordon McBean announced and congratulated the members that newly joined ICSU since 2014, including the International Society for Digital Earth which became an International Scientific Associate of ICSU since 2016.

In addition to the regular agenda, another important mission of the tri-annual General Assembly of ICSU is to vote on the proposed merger of ICSU and ISSC. Over the two days of intense discussions, the two organization members voted overwhelmingly (ICSU 97.6%, ISSC 90%) to merge and form the International Science Council in 2018.

The International Council for Science (ICSU) is the largest and most comprehensive non-governmental international academic organization in the world's natural scientific community. It covers various fields of natural sciences, reflecting the common concerns of each area of natural sciences and each scientific community in different countries, and its academic activities reflect the level and trend of scientific development of the contemporary world. ICSU has global membership of 122 national members (representing 144 countries), 31 International Scientific Unions, and 23 International Scientific Associates. The International Social Science Council (ISSC) is the primary global body representing the social sciences, including economic and behavioural sciences. By merging the world’s leading bodies representing the natural and social sciences, the International Science Council will definitely eliminate the interdisciplinary barriers between natural sciences and social sciences, effectively solve the common concerns during the developing process of human society, and ultimately achieve the goal of human well-being by scientific support.
