The first plenary meeting of the Third Academic Board of the National Key Laboratory of Remote Sensing Science was held at the Institute of Remote Sensing and Digital Earth (RADI) on November 10, 2016. Prof. GUO Huadong, Director of the Academic Board, chaired the meeting.

Prof. SHI Jiancheng, re-appointed Director of the laboratory and expert of the national "Thousand Talents Program", gave a progress report at the meeting. He introduced the development history, organizational structure, research tasks and achievements of the laboratory, as well as the previous evaluation, to the new academic board. He also reported the work priorities of the laboratory, and lectured on how to create observational and analytical capabilities for the study of Earth system science, how to improve China's capabilities in space-to-ground observation and applications, and its international influence, and how to further increase the laboratory's overall research and support capacity. Then Prof. CHEN Kunshan of the national "Thousand Talents Program" and Prof. Massimo Menenti of the national "Thousand Foreign Experts" program gave keynote academic reports concerning "Electromagnetic information and sensing: from scattering to imaging" and "Space observation of water: circulation of terrestrial water and water management", respectively.

The members and specially appointed consultants of the current academic board held heated discussions on the content of the reports. They recognized the laboratory's significant progress in the fundamental research of remote sensing science and the national applications, as well as the achievements made in the previous assessment, and proposed instructional views concerning the laboratory’s development. The experts pointed out that as the only state key laboratory at present engaged in the fundamental research of remote sensing science in China, the laboratory should make a long-term development plan, deepen the study of the basic theories of remote sensing, increase the level of cutting-edge applications, and push forward the development of remote sensing technology. They also recommended building a research platform with the laboratory, relying on the two major scientific apparatuses of RADI, and set goals to: give play to the advantages of institute-university cooperation and increase efforts in talent cultivation; to strengthen international cooperation, making use of the "Belt and Road" and “Go Out” initiatives; seize more opportunities to cooperate with international partners; and strive to play a leading role in the world in terms of size, output and quality.

On November 1, 2016, CAS issued a notice on appointing the Director of the State Key Laboratory of Remote Sensing Science and Director of the Academic Board. Prof. SHI Jiancheng was appointed Director of the State Key Laboratory of Remote Sensing Science, and Prof. Guo Huadong was appointed Director of the Academic Board of the State Key Laboratory of Remote Sensing Science. Their terms of office last until the next assessment is over. This meeting was the first held by the academic board after the laboratory assessment was completed and after the new appointment was made.
