IRDR CHINA 2013 Annual Academic Conference and International Workshop on Disaster Risk and Mitigation held in Sanya

The IRDR CHINA 2013 Annual Academic Conference and International Workshop on Disaster Risk and Mitigation were held at the Sanya Campus of RADI from November 14 to November 15, 2013. The two seminars were jointly sponsored by IRDR CHINA, the International Liaison Department of the China Association for Science and Technology, and RADI.

The IRDR CHINA 2013 Annual Academic Conference kicked off on the morning of November 14, and more than one hundred experts and scholars in the field of disaster science from different institutions across the country attended the seminar. Feng Qiang, Deputy Secretary of IRDR CHINA, chaired the opening ceremony. Academician Guo Huadong, Director of the Institute of Remote Sensing and Digital Earth, Vice-chairman of IRDR CHINA, and Director of the Committee of Experts, attended the opening ceremony and delivered a speech. Taking Typhoon "Haiyan" as an example, Guo pointed out the importance and urgency of disaster research. He said that the damages caused by natural disasters to human society are shocking, and that China should strengthen multidisciplinary cooperation and exchanges among domestic and foreign disaster science, and improve its comprehensive research quality in disaster risks and scientific disaster alleviation.

Afterwards, more than 20 experts and scholars gave their academic reports. These reports covered research on different types of disasters, such as drought, flood, typhoon, earthquake, extremely high temperature, rain, and snow. They also touched on new space observation technologies for disasters, integration and sharing of disaster data, evaluation and use of historical experiences with disasters in representative regions, and integrated management and decision-making on disaster risks. The reports also analyzed typical disasters and environmental problems in recent years, such as integrated forecasting of earthquake disaster risks, cause and impact of the extremely high temperature in China this summer, spatial distribution of haze, and regional impact differences of typhoon storm tides.

The International Workshop on Disaster Risk and Mitigation kicked off on the morning of November 15. The primary objectives of the seminar were to build an international cooperation and exchange platform in the disaster research field, and to discuss progress in the comprehensive research of disaster risks. More than 160 domestic and foreign experts and scholars from the Scientific Committee of IRDR, IRDR CHINA, the International Training Workshop of the CAS-TWAS Centre of Excellence on Space Technology for Disaster Mitigation, and other experts in disaster-related fields attended the seminar. Mr. Liang Yingnan, Secretary-General of IRDR CHINA, chaired the opening ceremony. Academician Guo Huadong; Wang Ping, Deputy Secretary of the Sanya municipal government; Howard Moore, Senior Consultant of the International Council for Science; David Johnston, Chairman of the IRDR Scientific Committee; and Zheng Xiaoyun, Chairman of the International Water History Association, attended the opening ceremony and delivered speeches.

In his speech, Guo Huadong pointed out that one of the priority research areas of RADI is to establish a spaceborne-airborne-ground integrated data acquisition system to serve important national demands for disaster mitigation and prevention. Affiliated with the Institute of Remote Sensing and Digital Earth, the IRDR CHINA Secretariat will provide the necessary conditions to ensure that IRDR CHINA makes contributions to the scientific disaster mitigation efforts in China and the world.

Wang Ping pointed out that disasters frequently occur in Sanya, with typhoons being a key natural disaster. The Sanya municipal government has taken a series of disaster prevention and mitigation measures, and will strengthen cooperation with experts in these fields in the future so as to carry out their work in disaster prevention and mitigation in a more scientific and feasible way.

Howard Moore pointed out in his speech that IRDR CHINA keeps making progress in IRDR's plan and in its core missions, and has gained strong support from the China Association for Science and Technology, Chinese Academy of Sciences, and Institute of Remote Sensing and Digital Earth. IRDR CHINA has gathered the experience and wisdom of many scientists in the field of disaster mitigation in China, and hopes to strengthen cooperation with other national commissions and IRDR Centers of Excellence in the future.

At the two-day seminar, more than 200 representatives held discussions and exchanges on scientific issues concerning the comprehensive research of disaster risks and relevant fields. Thirty-six domestic and foreign scholars gave academic reports, which not only had a wide coverage, but also deeply reflected leading-edge progress in disaster research. Meanwhile, the seminar organized three parallel sub-seminars on typical cases of disaster risks, data analysis for disaster loss evaluation, risk analysis, and response.

The experts present at the seminar believed through discussion that human activity is an important factor leading to disaster risks, that comprehensive studies on the joint efforts of natural science and social science in coping with disaster risks should be strengthened, that the development and integration of disaster risk research in the future should be led through a top-down design, and that the role of IRDR CHINA in integration and sharing of disaster research data and in construction of the big data platform should be brought into full play. The seminar also put forward scientific proposals on improving government administration and decision-making during disaster prevention and mitigation.

The seminar pushed forward the implementation of a scientific program of comprehensive research on disaster risks in China, reflected the latest research progress in the field of disaster risk research, and strengthened cooperation and exchanges among domestic and foreign experts in relevant fields.
